SUMMARY OF POSITION This position performs a wide range of duties related to Human Resource functions for the Public Works Department.
Work includes researching, collecting and analyzing data related to turnover rates, recruitment, retention, and other relevant metrics for narrative and statistical reports, as well as assist with projects and special requests.
Act as a liaison between divisions and the Human Resources Department.

Essential Functions/Knowledge, Skills, & Abilities ESSENTIAL DUTIES AND RESPONSIBILITIES This position performs a wide variety of Human Resources duties, which may include assisting the department in the following areas:
Builds and maintains a positive working relationship with divisions and leadership.
Coordinates the employment hiring process for all Public Works; processing employment requisitions, preparing and posting vacant positions; managing the on-boarding process, acts as a liaison between divisions and Human Resources regarding pre-employment, employment, and promotional processes and procedures.
Support supervisors with the development and modification of job descriptions.
Creates content and excel charts for PowerPoint slides, assists in the development and implementation of Public Works policies, procedures, and programs, coordinates training, workshops, and informational sessions.
Ability to maintain a high level of confidentiality regarding all Human Resources related matters.
Collaborates with Human Resources to host and manage hiring events and attends job fairs as needed.
Updates the Public Works website/CivicPlus, the intranet site, and acts as a liaison between Public Works and Communications and Marketing.
Keeps Public Works informed of the City's personnel policies, practices and procedures; assists with the development and maintenance of Public Works personnel policies; maintains a comprehensive knowledge of applicable employment laws and regulations.
Creates and facilitates monthly informational sessions with divisions, with a focus on field staff, to generate engagement by keeping departments updated on employee related information; employee resources, wellness challenges, important dates such as the CMO breakfast and the all hands employee meeting, and share opportunities for staff to participate in City events, activities, and classes and workshops.
Maintain and update the performance evaluation report monthly and assist supervisors with coordinating the performance management process; making sure performance evaluation forms are updated and maintained properly with related documents, making sure evaluations are completed, approved, and submitted within a timely manner.
Collaborate with Compensation Administrator to conduct and complete a variety of salary surveys; develop and modify job description; analyze and recommend appropriate action for job classification requests; recommend monetary and non-monetary incentive programs.
Coordinate with the Human Resources department on recognition programs and other special events as assigned.
Maintain familiarity, provide input, and assist with other Human Resources functions including payroll, benefits, worker's compensation, training, and risk management.
Assists with moving time for all divisions in ExecuTime.
Compose, prepare and review a variety of reports, memorandums, and documents as assigned.
Prepare, analyze and evaluate a variety of data needed for presentations for a wide variety of audiences.
Respond to open records requests as appropriate.
Responsible for managing the CDL program; sending out correspondence to staff, setting appointments, making sure staff is completing all required check points, reimburse staff for any out-of-pocket expenses through an FPO, and completing monthly requisition to vendor.
Responsible for collecting correspondence for the City Manager notes from supervisors and compiling the information into a structured draft for the Public Works Director to review.
Assists Support Services Manager in performing audits of department Human Resources information such as payroll allowances etc.
and coordinates with leadership when issues are identified.
Provides analytical and administrative support for the Public Works Department.
Complies with city policies and procedures in the creation of SOPs for workflow processes, reports, correspondence, PAF's, performance evaluations, organizational charts, staffing overview report, career ladders, and City Manager notes.
Maintains all Human Resources related common files in good order.
Serves as a back-up for answering incoming calls, entering a service request, and routing calls when needed.
Receives cross training to handle Finance functions when needed.
Participates and coordinates Safety Committee including developing agendas, issuing meeting minutes, and following up on action items.
Responsible for coordination and maintenance of career ladders OTHER JOB FUNCTIONS Builds queries and pivot tables, utilizing proficient Excel skills.
Creates professional PowerPoint Presentations, utilizing proficient PowerPoint skills.

Required Qualifications MINIMUM QUALIFICATIONS Any work-related experience resulting in acceptable proficiency levels in the below Minimum Qualifications is an acceptable substitute for the below specified education and experience requirement.
Bachelor's degree in Human Resources Management, Business or Public Administration, or closely related field.
Successful candidates should possess three (3) years of working with a variety of human resources concepts, best practices, and procedures.
CONDITIONS OF EMPLOYMENT Must pass a drug screen and background check.
Must have Class C Texas Driver's License Physical Demands/Supplemental PHYSICAL DEMANDS Tasks require the ability to exert physical effort in light to strenuous work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials (20-40 pounds).
